She is a staff member who lives in Chile. She will likely be very interested in helping you pull people together as well. A joint email to the two of them will likely be fruitful for you.

Javier, you should contact Gloria Perez who is the chair of the Latin American Chapter. The Latin American chapter is where all colleagues from Mexico, Colombia, Peru, Chile and Argentina are registered.
